Regulations for the Election of Student Representatives in the University Affairs Meeting

Approved by the fourth Administrative Affairs Meeting of the first semester of the 2017 academic year on November 16, 2017.

Article 1     The National Taiwan Ocean University Regulations for the Election of Student Representatives in the University Affairs Meeting (hereinafter referred to as “these regulations”) are established in accordance with Article 2 of the University Affairs Meeting Rules of Procedure.

Article 2:    Student representatives are to be elected through a fair, just, and open process. The composition of student representatives includes one member from the Student Union, one from the Student Council, two from the Student Dormitory Committee, two from student clubs, one each from the College of Ocean Science and Resource, College of Humanities and Social Sciences, and College of Ocean Law and Policy; two each from the College of Maritime Science and Management, College of Life Sciences, College of Engineering, and College of Electrical Engineering and Computer Science as ex-officio representatives. In case of a vacancy, the Student Union shall appoint a representative.

Article 3     The number of student representatives shall not be less than one-tenth of the total members of the University Affairs Meeting.

Article 4     The election of student representatives is managed by the following units:

1.    The Student Affairs Office shall conduct elections for representatives of student clubs and the Student Dormitory Committee.

2.    Each college’s representatives shall be elected jointly by the student associations of the departments within the college.

In addition to the general elected representatives, an alternate student representative shall be elected to fill any vacancies during the term.

Article 5     Enrolled students may register with their respective units to run for election. The term of a representative is one year, with the possibility of re-election.

Article 6     If student representatives have not yet been elected and there is a need to attend a meeting, representatives may be temporarily appointed by the respective units in the following order:

1.    The previous term’s representative may act as a temporary substitute.

2.    If a representative from the student clubs cannot be elected, the Student Affairs Office may appoint a candidate from the student club leaders.

3.    If a representative from the Student Dormitory Committee cannot be elected, the Student Affairs Office may appoint a candidate from the committee members.

4.    If representatives from the colleges cannot be elected, the respective college may appoint a candidate from the student class representatives.

Article 7     These regulations shall be implemented after approval in the Administrative Affairs Meeting.

Note:  These regulations are formulated in Chinese. In case of any discrepancies between the English and Chinese versions, the Chinese version shall prevail.
