National Taiwan Ocean University Dormitory Management Regulations_國立臺灣海洋大學學生宿舍管理辦法

Chapter One           General Provision

Article 1                                      These regulations are formulated in order to provide the University’s students with campus accommodation so as to achieve the objective of life education and better the student dormitory management.

Article 2                                      Unless otherwise provided for in other regulations, the management of the University’s dormitory shall be governed by these regulations.

Article 3                                      In order to establish student dormitory guidance and management mechanism, the Division of Dormitory Guidance is established and the “Student Dormitory Guidance Committee” is created.

The Points Governing the Establishment of the “Student Dormitory Guidance Committee” shall be formulated separately.

Article 4                                      The Division of Dormitory Guidance shall be responsible for planning, supervising and implementing the following matters related to the student dormitory:

1.    Life guidance provision and compiling, organization, analysis and submission of the related booklets and statements.

2.    Supervision of the tasks implemented by the Student Dormitory Association. The regulations governing the Student Dormitory Association shall be formulated separately.

3.    Submission of report in relation to the evaluation, award and punishment of the conduct of students residing in the dormitory.

4.    Planning, implementation and recommendations for safety measures for the student dormitory.

5.    Supervision, inspection and acceptance of applications made for the maintenance, repair and addition of the equipment in the student dormitory.

Article 5                                      If any public facility is damaged or missing which is caused by a student, the student shall be held liable for compensation.

Article 6                                      The Office of General Affairs shall be in charge of repair, maintenance and preservation of the student dormitory, keeping the public area tidy and clean as well as pruning flowers, trees and lawns.

Chapter Two         Application for and allocation of dormitory

Article 7                                      Freshmen and transfer students shall apply to the Division of Dormitory Guidance for places in the dormitory before the announced deadline of the first semester. Returning students in their second semester of the first year onwards shall make the application according to the announced time before the end of each academic year.

Article 8                                      Students who intend to live in the dormitory shall make their applications via the student dormitory management system of the Academic Information System within the stipulated deadline and no late application shall be accepted. Eligible students shall pay the dormitory deposit and dormitory fees within the announced payment deadline. In the event that any student fails to make the above payment before the stipulated deadline or any student, who waives his or her opportunity to live in the dormitory for some reasons, fails to cancel the dormitory application within the prescribed period, the student’s opportunity to live in the dormitory shall be revoked, and the student is prohibited from participating in the reservation of bed in the dormitory by returning students and from applying for the lot number in drawing for the opportunity to live in the dormitory by returning students for the following semester.

Article 9                                      Beds in the dormitory shall be assigned according to the following priority (if the beds are in short supply, lot drawing will be conducted to decide the designation of beds).

1.    Students with physical or mental disabilities: students issued with disability certification or handbook, students assessed as special education students by the Ministry of Education and students issued with assessment certificate by the Special Education Students Diagnosis and Placement Counseling Committee.

2.    Overseas Chinese students, and international students.

3.    Students from low-income or low-and-middle-income family: with certificate showing low-income or low-and-middle-income family.

4.    Indigenous students.

5.    The member of Student Dormitory Association and rent house system maintenance students.

6.    Full-time undergraduate school freshmen whose permanent addresses are outside Keelung City.

7.    Freshmen of graduate schools, freshmen of bachelor’s programs of extension education (limited to those who graduated from senior high school for less than two years) and current transfer students whose permanent addresses are outside Keelung City.

8.    Students with difficult circumstances which are reviewed and approved.

9.    Students whose permanent addresses are outside Keelung City.

10.      Students whose permanent addresses are in Keelung City.

In addition to incoming student, undergraduate students in their freshman, sophomore and junior years, master’s students in their first years, PhD students in their first, second and third years are qualified to participate in the lot drawing. Students who study in the departments of with the legally required study period longer than the normal departments may participate in the lot drawing with special permit.  

Chapter Three       Moving in the dormitory

Article 10                                  When students move in the dormitory, they shall submit the receipt of dormitory deposit, student identification card, receipt of dormitory fees (a photocopy) as well as the student dormitory contract, and shall also cooperate to complete the file creation procedure for the access control system. Any student who fails to complete the check-in procedure and reside in the dormitory shall be expelled from the dormitory and deprived the opportunity to reside in the dormitory in the future. If a student who is not eligible to live in the dormitory, is expelled from the dormitory, and fails to pay the dormitory fees, the said student shall pay the dormitory fees for the period between the day of registration and the day when the said student moves out of the dormitory. The dormitory fees shall be calculated based on the charges for temporary stay in the student dormitory of the University.

Any student who moves in the dormitory after the academic year has already begun, the dormitory fees shall be calculated based on the announced daily charge for the period between the day when the student’s application for dormitory is approved and the end of the courses (that is the last day of the semester’s examination).

In order to strengthen the dormitory management, all resident students shall be required to pay $1,000 NTD as dormitory deposit as the reserve fund for compensation set out in Article 17.

Students who are approved to reside in the dormitory shall pay the dormitory deposit and dormitory fees within the announced deadline. In the event that any student fails to make the above payment before the stipulated deadline or any student who waives his or her right to live in the dormitory for some reason fails to cancel the dormitory application procedure within the prescribed period, it shall be deemed that the said student has agreed to waive his or her opportunity to live in the dormitory and the student’s opportunity to live in the dormitory will be revoked. Moreover, the said student is prohibited from participating in the reservation of bed in the dormitory by returning students and also from applying for the lot number in drawing for the opportunity to live in the dormitory by returning students for the following semester.

Returning students who have the opportunity to reside in the dormitory and have already paid the dormitory deposit within the stipulated time may proceed with the registration of check-in by presenting the receipt of the dormitory deposit within the time period announced by the Student Dormitory Association. Any student who fails to complete the aforementioned registration, the designation of bed shall be directly arranged by the Student Dormitory Association and the said student may not object to the arrangement.

After the dormitory deposit is paid, the application for refund of the deposit may be made when checking out of the dormitory: if a resident takes study leave, withdraws from the University or graduates from the University or participates in practical training or studies abroad as an exchange student with the supporting document. The dormitory deposit will not be refunded for any other ground other than those stipulated above. The deposit will in principle be refunded in full to students who take study leave or withdraw from the University within one month after the semester starts.

For residents who check out from the dormitory at the end of the calendar year and are not found to have damaged any public facility, the dormitory deposit will be refunded with no interest within one month after the residents check out of the dormitory (the transfer fees will be deducted from the dormitory deposit).

Article 11                                  Freshmen who have not completed the health examination within one month after the academic year begins may not move in the dormitory.

Article 12                                  Residents shall comply with the dormitory regulations and announcements, and agree that the Division of Dormitory Guidance may inspect the dormitory bedroom in order to execute the necessary administrative procedures. However, the dormitory duty officer shall first inform the resident(s) before entering the bedroom. Notwithstanding, if there is clear evidence showing the violation of law (rule) or there is an emergency situation and for the sake of public safety, the dormitory duty officer may enter the room and adopt the necessary administrative measures with the member of Student Dormitory Association.

Chapter Four         Rules for living in the dormitory, adjustment of dormitory

Article 13                                  Visitors in the dormitory:

1.    Visitors of the opposite gender are only allowed to meet the residents in the designated reception rooms during the service hours of the dormitory counter. Visitors shall leave the dormitory at least 10 minutes before the service counter of the dormitory closes.

2.    Any person who is not a resident of the dormitory may not stay inside the dormitory after the meeting time ends. Any person who violates this rule shall be subject to the University regulations.

3.    Paragraph One of this article may not apply in the case where the dormitory duty officer or military instructor on duty grants the approval due to emergency or special circumstance.

Article 14                                  In order to ensure a safe and orderly dormitory, when the violation of rules occurs with the support of unequivocal evidence, the point system for violations of rules shall apply. If no clear evidence is obtained on site, a warning will be issued. If a student is given violation points by the dormitory duty officer or the member of Student Dormitory Association during his or her stay in the dormitory and his or her accumulated violation points reach 10 points or more during his or her period of study in the University, he or she shall be expelled from the dormitory. Residents in the dormitory may not have any of the following conduct:

1.    Sublease the assigned bed without proper authorization, or enter the restricted areas of the student dormitory during the summer break. Students who violate this rule shall be expelled from the dormitory.

2.    Gambling, playing Ma-Jhong, drinking, hell-raising, fighting, jumping over walls or windows, stealing, or any other illegal actions are not allowed. Students who violate this rule shall be expelled from the dormitory.

3.    Storing or using hazardous, illegal or flammable objects are not allowed. Students who violate this rule shall be expelled from the dormitory.

4.    Having visitors stay in the dormitory or inviting visitors of opposite gender into the dormitory without permission or entering into the dormitory exclusively for the opposite gender without staying in the designated meeting areas are not allowed. Students who violate this rule shall be expelled from the dormitory.

5.    Students who smoke cigarettes (including electronic cigarettes) in the non-smoking areas or in the dormitory (including balcony, stairways, rooftops etc.) for the first time shall be expelled from the dormitory or be required to fulfill dormitory services (the regulations will be formulated separately). If a student violates this rule for the second time, the student shall be expelled from the dormitory (If the violator is required to fulfill the dormitory services, the violating student shall be given 10 violation points to start with. The violating student shall have the points deleted within the prescribed time, or otherwise the violator will be required to move out of the dormitory).

6.    Students who arbitrarily use (including damage) fire safety related equipment shall be expelled from the dormitory.

7.    Change originally designated bed without permission (5 violation points).

8.    Lead merchants into the dormitory for trading purpose (5 violation points).

9.    Own pets without permission (5 violation points). However, if raising aquatic animals is for class purpose which has also been agreed by all roommates, the rule shall not apply.

10.      Possess the following items without permission (such as, electric hot water bottle, electric kettle, electric iron, immersion beverage heater, gasifier, small gas stove, refrigerator, dehumidifier, television set, video recorder, electric stove, induction cooker, microwave, rice cooker, electric hot pot, electric heater, oven, electric fan of more than 100W or any other electrical appliance consuming more than 500W power (excluding hair dryer).) (5 violation points)

11.      Make loud noise disturbing others’ study or sleep. (5 violation points)

12.      Fail to comply with the announcements and fail to cooperate in bed-checking. (4 violation points)

13.      Fail to pack personal belongings and store the packed personal belongings in the designated area. (4 violation points)

14.      Engage in any other conduct which disturbs the dormitory’s safety and order. (5 violation points)

15.      Violate the rules for the proper use of campus internet which results in internet infringement, network intrusion, and abnormal flow, etc. (7 violation points)

16.      Violate Student Dormitory Rules. (3 violation points)

Article 15                                  After students complete the registration procedure, the dormitory duty officer may partially adjust the bedrooms to ensure that each bedroom is placed with four students and also shut down the empty bedrooms to facilitate the maintenance and management of the dormitory.

If any student requests for change of bed due to special circumstance, the application shall be made between two weeks after the semester begins and four weeks before the end of the semester’s examination and no late application shall be accepted. If the application is approved, the successful applicant shall visit the Division of Dormitory Guidance to make the change and have the difference refunded by presenting the payment receipt within three weeks from the approval.

In the period of Chinese New Year period, due to emergency, or in response to epidemic prevention, Division of Dormitory Guidance shall requestion beds which have already been taken by students. Residents shall cooperate by emptying or adjusting the beds for the overall use.

Students who cannot live in the dormitory because their beds are requisitioned may apply for the refund of the dormitory fees for the requisition period which shall be calculated based on the daily dormitory fees multiplying the actual number of days of requisition. Any matter which is not specifically set out herein shall be governed by the contract.

Chapter Five          Summer accommodation

Article 16                                  All residents shall move out of the dormitory and return home during the summer break. However, students may apply for living in the dormitory during summer break according to the Summer Break Student Dormitory Management Regulations if the students are to participate in the teaching related activities or proper club activities or there is any other special circumstance.

Article 17                                  Students who are approved to live in the dormitory during summer break shall use the designated bed and the bedroom and may not request to designate which dormitory buildings or bedrooms to live in.

Students who are not approved to live in the dormitory during summer break shall pack their personal belongings and store the packed personal belongings in the area designated by the dormitory duty officer, clean up the bedroom and return the public facilities. Students are allowed to leave the dormitory only after the dormitory administrative staff completes the inspection. Compensation shall be made if public facilities are either not returned or damaged.

Chapter Six            Moving out of the dormitory

Article 18                                  If residents have any of the following circumstances, they shall immediately begin the check-out procedure:

1.    Take study leave, withdraw from the University, transfer to another university.

2.    Graduate from the University.

3.    Move out of the dormitory voluntarily.

4.    Are expelled from the dormitory according to the regulations.

5.    The term of the dormitory contract has expired.

Article 19                                  When students vacate the dormitory, they shall empty the beds and comply with the following requirements.

1.    Return public facilities to the dormitory duty officer.

2.    If the student is expelled from the dormitory, the said student shall inform their parents or guardians.

Article 20                                  The dormitory fees paid by the residents shall be handled as per the following: (the period of staying shall begin to count from the day of registration)

1.    If a student moves out of the dormitory before the day of registration (inclusive), the student may apply for the refund of the dormitory fees in full.

2.    If a student resides in the dormitory for less than one third of the full semester, the student may apply for one half of the dormitory fees of refund.

3.    If a student resides in the dormitory for more than one third of the semester, no refund shall be made.

4.    In the event that a student is expelled from the dormitory due to the violation of Article 14 herein, Subparagraphs One and Two of Paragraph One of this Article, no refund shall be made.

Summer accommodation:

1.    Student club: the amount of accommodation fees shall be paid according to the actual situation before the activities begin. No refund shall be made except in the case of force majeure after club members move in.

2.    Individual student: (the period of staying shall begin to count from the first day that the dormitory is open): if the period of staying is fewer than two days, the student may apply for the refund of the accommodation fees which has already been paid in full. If the period of staying is more than two days but less than one third of the full period, the student may apply for the refund of a half of the accommodation fees which has already been paid. If the period of staying is more than one third of the full period, no refund shall be made.

Securing bed from waiting list during the semester:

1.    If the period of staying is fewer than two days, the student may apply for the refund of the dormitory fees which has already been paid in full. If the period of staying is more than two days but less than one third of the full period, the student may apply for the refund of a half of the dormitory fees which has already been paid. If the period of staying is more than one third of the full period, no refund shall be made.

2.    If a student secures a bed from the waiting list and pays the administrative fees, the student shall be deemed to have begun his or her stay in the dormitory from the accommodation starting date specified in the application. The same shall apply if the student delays to move into the dormitory and the student may not request the University to refund the accommodation fees for the delay with any excuse.

Article 21                                  Students who check out from the dormitory or are expelled from the dormitory shall move out of the dormitory on the following day of the completion of the check-out procedure or the expulsion order becoming final. Unless otherwise approved by the Division of Dormitory Guidance due to the special circumstance, any student who fails to move out before the deadline with the warning being ineffective, the University campus security squad may enforce the move-out. If the student resists the squad’s enforcement, the student may be sent to the Division of Dormitory Guidance for discipline.

Article 22                                  Students who are expelled from the dormitory shall be disqualified for applying for the dormitory for the next academic year. If an expelled student applies for being listed in the waiting list in the same semester, the application shall be treated as a special case for consideration.

Article 23                                  Students who graduate from the University shall immediately move out of the dormitory after completing the leaving school procedure. If any student is unable to immediately move out of the dormitory due to special circumstances, the student may submit the written proof to the Division of Dormitory Guidance. Once the Division of Dormitory Guidance approves the application, the student may continue to live in the dormitory by completing the relevant procedure. 

Chapter Seven       Handling of violations

Article 24                                  If a student has any of the conducts set out in Article 14 herein, the following shall apply:

1.    The dormitory duty officer has warned the violation of dormitory rule. The violation is serious so the class advisor, military instructor and parents or guardian are notified to provide guidance for the student.

2.    In the case of expulsion, the dormitory duty officer signs and submits for the expulsion order, and notifies the class advisor, chairperson of the department, military instructor and parents or guardian to provide guidance for the student.

3.    The dormitory duty officer takes possession of the electric appliances which are prohibited in the dormitory, and these appliances will be returned when the violating students return home or check out of the dormitory.

4.    The dormitory duty officer may place all personal belongings which are contrary to Article 13 in the same area without being responsible for any lost.

5.    In order to realize the educational function, students may apply for deletion of the violation points with the following methods:

(1)    Students applying for the deletion of violation points shall make the application to the dormitory duty officer within one week from the points are given. The application can be made only once for the same event.

(2)    Two-hour dormitory services may delete one point. The cleaning and beautifying work associated with the dormitory services shall be assigned by the dormitory duty officer. The applying student shall complete the assigned work within two months after the work is assigned before the points can be deleted.

Article 25                                  If a student enters the dormitory of the opposite gender and fails to stay in the designated reception room, the student shall be subject to the University’s student reward and punishment regulations and the student’s parents or guardian shall be notified.

Article 26                                  If a student violates the dormitory rules and the University’s student reward and punishment regulations, the said student shall be handled with the University rules.

Chapter Eight         Supplementary provisions

Article 27                                  In order to ensure students’ safety inside the dormitory, each dormitory shall regulate its own meeting hours.

Article 28                                  In order to help residing students cultivate good habits of regular routine and energy conservation, the water and electricity of the dormitory shall be supplied according to the announced time.

Article 29                                  In order to maintain the student dormitory’s quiet environment, only the residing students of the dormitory may make application to borrow space to hold dormitory-related activities. No space shall be lent to any other group or individual.

Article 30                                  If residing students perform well during their stay in the dormitory and meet the requirements of the University’s student reward and punishment regulations, the Division of Dormitory Guidance may report to the University for reward.

Article 31                                  These regulations are adopted by the Student Dormitory Guidance Committee, and announced and implemented after being approved by the President.
