第一條 為提昇本校住宿學生宿舍空調使用品質，確保住宿學生權益，特訂定本辦法。
馬祖校區學生宿舍空調設備管理規定，由馬祖行政處另訂之。
Article 1 To improve the quality of air conditioning usage in student dormitories and ensure the rights of resident students, these Regulations are established.
The regulations regarding accommodation and air-conditioning equipment in student dormitories on the Matsu Campus shall be separately stipulated by the Matsu Administration Office.
第二條 本辦法所適用範圍，包括所有裝設空調設備之學生宿舍。
Article 2 These Regulations apply to all student dormitories equipped with air conditioning systems.
第三條 本辦法規範之空調設備包括學生宿舍寢室內冷氣機、遙控器、電表及計費系統。
Article 3 The air conditioning equipment covered by these Regulations includes air conditioners in dormitory rooms, remote controls, electricity meters, and billing systems.
第四條 裝設空調設備、供電線路費用及保養維修費用由本校先行負擔，再向住宿學生收取，分攤方式依每學期每人收取。
Article 4 The cost of installing air conditioning equipment, power supply lines, and maintenance expenses are initially borne by the University and later collected from resident students. The distribution of costs is per person, per semester.
第五條 學生宿舍空調設備依使用者付費為原則，以「寢室」為單位計算，由同寢室之住宿生均攤。
Article 5 The student dormitory air conditioning equipment is based on user payment as the principle, calculated by "room" as the unit, and shared equally among the residents of the same bedroom.
第六條 冷氣設備用電(含待機耗電)度數及電費計算，依據台灣電力公司計算電費標準表之平均電價及設備維護；每度電價，依總務處公告電價調整之。
冷氣設備待機時，會有極少量耗電，屬正常現象，費用由住宿生自行吸收。
Article 6 The electricity consumption (including standby power) and electricity cost calculation, based on the average electricity price and equipment maintenance from the Taiwan Power Company’s electricity cost standard table; the price per kilowatt-hour is adjusted according to the announcement from the Office of General Affairs.
When the air conditioning equipment is in standby mode, it consumes a very small amount of electricity, which is a normal phenomenon, and the cost is to be borne by the resident students.
第七條 暑假、短期住宿冷氣電費另依相關公告辦理收費。
Article 7 Air conditioning fees for the summer vacation and short-term stays will be charged separately as per relevant announcements.
第八條 冷氣設備電費儲值及退費以「寢室」為單位計算。
一、電費儲值：冷氣設備用電使用依專用電錶計費，冷氣使用前及儲值額度用罄，各寢室應依儲值作業規定，至本校指定地點辦理繳費儲值，儲值額度自行核對。
二、電費退費：冷氣餘額統一於學年、暑期住宿結束日結算，餘額退費作業由各校區業管單位訂定，另行公告。
三、若原寢室人員於住宿期間因休、退、轉學或中途離校、換房者，其所繳之電費，各寢室自行結算攤還。
Article 8 The process for recharging and refunding air conditioning fees is calculated per “room.”
I. Recharging: Electricity usage for air conditioning is billed according to a dedicated electricity meter. Before using air conditioning or when the prepaid balance is depleted, each room must follow the recharging procedures, pay at the designated place of the University, and verify the recharge amount.
II. Refunding: The balance of air conditioning fees will be settled at the end of the academic year or summer residency. Refund procedures will be stipulated by the Student Affairs Office, Dormitory Counseling Division, and announced separately.
III. If original room occupants leave the dormitory during the residency period due to suspension, withdrawal, transfer, or room change, the prepaid electricity fees will be settled and reimbursed among the roommates.
第九條 各寢室學生負有保管維護空調設備之責任，如有遺失或損壞應依學校規定程序提報或修繕。若因可歸責於學生所致之損壞或遺失，當事者應負修理或賠償之責任，各校區業管單位得視損壞情形予以退宿並依學生獎懲辦法處理。
Article 9 Students in each room are responsible for the custody and maintenance of the air conditioning equipment. Loss or damage must be reported or repaired according to the University's procedures. If the damage or loss is attributable to the students, the responsible parties must bear the cost of repair or compensation. The Dormitory Counseling Division may decide to evict the student and proceed according to the student discipline regulations depending on the extent of the damage.
第十條 每學年於學生宿舍自治會由各校區業管單位提報空調營運財務報表，並公佈於相關網站。
Article 10 Each academic year, the management units of each campus shall submit a financial report on air conditioning operations and make it available on relevant websites.
第十一條 本辦法為學生住宿契約書之當然附件。
Article 11 These Regulations are an integral part of the Division of Dormitory Guidance’s student residency contract.
第十二條 本辦法經行政會議通過後發布施行。
Article 12 These Regulations shall be implemented after approval by the administrative meeting.
