Guidelines for Student Organizations Using Open Flames in Performances
Established and promulgated on September 7, 2016, through Hai-Xue-Ke-Nei-Zi No.1050123.
Article 1 Formulated in accordance with the Ministry of the Interior's "Open Flame Performance Management Safety Measures."
Article 2 Student organizations engaging in performances using open flames refer to activities that produce flames, sparks, or other fiery elements during performances.
Article 3 The use of open flames is prohibited inside all buildings of the University. Only substitute items may be used for performance activities.
Article 4 Students conducting outdoor performances must do so in open spaces outside University buildings.
Article 5 Performance Props:
1. Kerosene or fuels with an equivalent or higher flash point should be used during performances.
2. Fire cloths should be made of materials capable of fire prevention and fuel absorption.
3. The carrier of the fire cloth should be metallic and must not detach fire cloths, props, or equipment due to heating or motion.
Article 6 Performers must not throw or hurl objects or devices that produce open flames at the audience; there should be no risk of scattering or dropping that could cause hazards. Inviting the audience to participate in the performance is also prohibited.
Article 7 Performance Area:
1. Within a 5-meter radius of the performance area, there should be no walls, plants, or adjacent buildings, and no overhead coverings or hanging objects above.
2. The performance area should be at least 5 meters away from the audience, with adjustments made based on the nature of the performance.
3. The ground should not be made of wood planks or other flammable materials without flame-retardant properties and should be non-combustible.
4. No high-pressure flammable gases or hazardous materials should be in the vicinity.
5. The performance height should be from the ground to the lowest point of overhead or hanging objects. For multiple hanging objects, the height is measured from the ground to the lowest point of the lowest object.
Article 8 Safety Precautions:
1. Besides the performers, there should be at least two safety maintenance personnel guarding the performance area.
2. Safety instructions for the audience must be provided before the performance.
3. A fire extinguishing area with two dry powder fire extinguishers, a first aid kit, buckets, and fire blankets should be set up next to the performance area. The performance preparation area must be situated nearby.
4. After the performance, ensure that all sources of fire are extinguished, and prevent re-ignition and clean the environment.
Article 9 Student organizations using open flames off-campus must obtain permission from the venue's management unit, and if in public spaces, apply for usage with the relevant jurisdiction's managing authority.
Article 10 These guidelines are approved by the Division of Extracurricular Activities of the Student Affairs Office and are subject to revision following the same procedure.
Note: These guidelines are formulated in Chinese. In case of any discrepancies between the English and Chinese versions, the Chinese version shall prevail.
