Regulations on Subsidies for Student Club Activities

Article 1 The expenses required for the activities organized by student clubs should principally be self-funded. To ensure the normal promotion and development of student club activities, these regulations are established to provide reasonable subsidies for various activities of student clubs.
Article 2 The application and subsidy of funds for student club activities, unless otherwise specified, shall be conducted in accordance with these regulations.
Article 3 Each club should submit its activity plan for the next semester to the Division of Extracurricular Activities before the start of each semester. The plan will be implemented after approval by the Division of Extracurricular Activities.
Article 4 For all club activities, an application form and budget estimate must be submitted to the Division of Extracurricular Activities ten working days before the event. Applications submitted later will not be accepted.
Article 5 The principles for subsidizing activities are as follows:
1. For clubs organizing lectures, discussions, sharing sessions, and similar activities, the subsidy is capped at NT$6,000.
2. For clubs participating in off-campus competitions, visits, study sessions, training, exchanges, performances, certification, etc., the subsidy is capped at NT$20,000.
3. For clubs organizing on-campus competitions, the subsidy is capped at NT$6,000.
4. For clubs organizing presentations, exhibitions, performances, etc., the subsidy is capped at NT$6,000.
5. For clubs organizing training and camp activities, the subsidy is capped at NT$4,000.
6. For clubs organizing service activities, the subsidy is based on the location, duration, and content of the service, with the following standards:
(1) For service activities conducted during the semester:
a. In the Keelung area: Up to NT$3,000 per case.
b. Outside the Keelung area: Up to NT$6,000 per case.
(2) For service activities conducted during winter or summer vacations, subsidies may be granted depending on the actual situation.
7. For other comprehensive activities aligned with the club's purpose, the subsidy is capped at NT$3,000.
8. Activities of a nature such as welcoming newcomers, farewells, gatherings, and other social events will not be subsidized.
Article 6 To ensure effective and reasonable use of funds, the following specific guidelines for various activities are established:
1. Personnel Expenses: (A biography or resume of the invited individual or group is required to apply for subsidy)
(1) Lecture fees:
a. For inviting external speakers to give public lectures at the university, the subsidy is capped at NT$2,000 per hour.
b. For inviting internal faculty for public lectures within the university, lecture fees are paid according to university regulations.
(2) Discussion, review, interpretation, and judging fees: For inviting internal or external individuals to hold discussion sessions or serve as reviewers, interpreters, or judges, the subsidy is limited to five people. For activities under two hours, the subsidy is NT$500 per person; for activities over two hours, the cap is NT$1,000 per person. For piece-rate compensation, the subsidy is capped at NT$4,000 per person.
(3) Advisory fees: If clubs need special guidance for activities and appoint teachers as advisors, the principle is not to exceed 12 hours per semester, with a subsidy of NT$500 per hour.
(4) Students of the university serving in the above roles are not eligible for this funding subsidy.
2. Meal Expenses: For club activities, the subsidy for lunch and dinner is capped at NT$80 per meal.
3. Transportation Expenses: Clubs participating in activities within the Keelung area are generally not subsidized for transportation. Approved subsidies will be reimbursed based on actual expenses for public transportation tickets (excluding high-speed rail and taxis) to and from Keelung.
4. Accommodation Expenses: Clubs participating in activities in Keelung and the greater Taipei area are not subsidized for accommodation. Approved subsidies are capped at NT$600 per person per night.
5. Material and Activity Fees: Subsidies include photocopying, promotional materials, art supplies, and venue decoration, capped at NT$4,000.
Article 7 The subsidy standards per issue for club publications are as follows:
1. Newspapers are subsidized up to NT$2,000.
2. Magazines are subsidized up to NT$6,000.
3. Publications distributed via photocopying without formal publishing are not eligible for funding.
Article 8 The principles for subsidizing equipment and facilities are as follows:
1. Priority is given to repairing equipment and facilities over purchasing new ones.
2. The purchase must align with the club's founding purpose and be urgently needed.
3. Clubs that fail to properly maintain equipment and facilities will have this funding subsidy suspended.
Article 9 Clubs applying for funding subsidies should have accurate calculations in advance. Once approved, the allocated funds must not be used arbitrarily or requests made for additional subsidies.
Article 10 These regulations shall be implemented after approval by the Student Affairs Meeting.
Note: These regulations are formulated in Chinese. In case of any discrepancies between the English and Chinese versions, the Chinese version shall prevail.
