Regulations on Subsidies for Student Club Activity Funding

Article 1 Student clubs shall, in principle, raise funds independently for the activities they organize. To ensure the proper promotion and development of student club activities, these Regulations are established to provide reasonable subsidies for various club activities.
Article 2 Unless otherwise stipulated, applications for and the granting of subsidies for student club activities shall be handled in accordance with these Regulations.
Article 3 Each student club shall submit its activity proposal for the following semester to the Extracurricular Activities Guidance Section prior to the start of each semester. Implementation shall proceed upon review and approval by the Section.
Article 4 Applications for all club activities shall be submitted to the Extracurricular Activities Guidance Section at least five working days prior to the event, using the required activity application form and budget plan. Late applications will not be accepted.
Article 5 The principles governing subsidies for student club activities are as follows:
- For activities such as lectures, forums, and sharing sessions organized by student clubs, the maximum subsidy shall be NT$6,000.
- For participation in off-campus competitions, visits, workshops, training programs, exchanges, performances, or certification-related activities, the maximum subsidy shall be NT$20,000.
- For on-campus competitions organized by student clubs, the maximum subsidy shall be NT$6,000.
- For presentations, exhibitions, or performances organized by student clubs, the maximum subsidy shall be NT$6,000.
- For training programs or camps organized by student clubs, the maximum subsidy shall be NT$4,000.
- Subsidies for service activities organized by student clubs shall be determined based on the service location, schedule, and nature of the activity, according to the following standards:
(1) Service activities held during the academic term:
a. Within the Keelung area: up to NT$3,000 per case.
b. Outside the Keelung area: up to NT$6,000 per case.
(2) Service activities held during winter or summer break may receive subsidies based on actual needs, subject to review and adjustment.
- For other integrative activities aligned with the club’s mission, the maximum subsidy shall be NT$3,000.
- Activities of a social or recreational nature—such as welcome events, farewell gatherings, or club socials—are not eligible for subsidies.
Article 6 To ensure the efficient and reasonable use of funds, the detailed subsidy items for the activities listed above are separately prescribed as follows:
- Personnel Expenses: (Documentation of the invited individual’s or group’s academic/professional background or profile must be submitted when applying for subsidies.)
(1) Lecture Fees:
a. For inviting off-campus speakers to deliver public lectures on campus, the maximum subsidy shall be NT$2,000 per hour.
b. For inviting University faculty members to deliver public lectures on campus, lecture fees shall be paid in accordance with University regulations.
(2) Forum, Evaluation, Commentary, and Judging Fees: For inviting on-campus or off-campus individuals to conduct forums or serve as evaluators, commentators, or judges, subsidies may be provided for up to five persons. For engagements within two hours, each person may receive up to NT$500. For engagements exceeding two hours, each person may receive up to NT$1,000. For engagements compensated per case, each person may receive up to NT$4,000.
(3) Guidance Fees: When a club’s activity requires special guidance and a teacher must be invited to provide specialized instruction, subsidies may be granted for up to 12 hours per semester, with a maximum of NT$500 per hour.
(4) Students of this University who serve in any of the roles listed above shall not be eligible for personnel subsidies.
2. Meal Expenses: For activities organized by student clubs, meal subsidies shall not exceed NT$120 per person per meal for lunch or dinner.
3. Transportation Expenses: For activities held within the Keelung area, transportation subsidies shall not be provided in principle. For approved subsidies, reimbursement may be claimed based on actual expenses for round-trip public transportation fares between Keelung City and the event location (excluding High-Speed Rail and taxi fares).
4. Accommodation Expenses: For activities held within Keelung and the Greater Taipei area, accommodation subsidies shall not be provided. For approved subsidies, the maximum subsidy shall be NT$600 per person per night.
5. Materials and Activity Expenses: Subsidies may include printing, promotional materials, art supplies, venue decoration, and similar items. The maximum subsidy shall be NT$4,000.
Article 7 The subsidy standards for student club publications are as follows:
- For newspaper-style publications, the maximum subsidy shall be NT$2,000 per issue.
- For magazine-style publications, the maximum subsidy shall be NT$6,000 per issue.
- Publications issued solely through photocopying without undergoing printing or typesetting procedures are not eligible for subsidies.
Article 8 The principles for subsidies related to equipment and apparatus are as follows:
- Priority shall be given to the maintenance and repair of existing equipment; the purchase of new equipment is secondary.
- Subsidies must align with the founding objectives of the club, with priority given to items deemed essential.
- Clubs that fail to properly maintain or safeguard their equipment shall have their eligibility for such subsidies suspended.
Article 9 When applying for subsidies, clubs shall prepare accurate and itemized budget estimates in advance. Once approved, the use of funds may not be altered arbitrarily, nor may additional subsidies be requested after the fact.
Article 10 These Regulations shall be promulgated and implemented upon approval by the Student Affairs Meeting.
